Intel also agreed not to induce competitors to shun AMD, but Intel has denied ever doing so. Numerous government lawsuits and private class-action litigation against Intel will not go away as a result of the deal, but Intel did eliminate its exposure to AMD-related charges. Intel CEO Paul Otellini called the pact a good deal for Intel shareholders, a sentiment shared by analysts who believe a court ruling could have cost it more. AMD CEO Dirk Meyer said the agreement proves to its customers, once and for all, "that AMD will survive and continue to offer them a choice of suppliers."

White House sure of debt increase. The Treasury is confident Congress will raise the U.S. debt limit by year-end, and not allow a showdown similar to one that shuttered parts of the government in 1995. Sources say the White House is looking for a $1-1.5T increase beyond its current $12.1T limit. The request is higher than a proposed increase already passed in the House, but would get the government through the November 2010 midterm congressional elections without needing another increase. The FHA has said for months that its reserves for unexpected loan losses would fall short of the required 2% level by this fall, but an audit released Thursday showed that reserves have been depleted much faster than expected; its capital-reserve fund fell to $3.6B as of Sept. 30, down 72% from a year earlier, leaving reserves at just 0.53% of the $685B in total loans insured by the FHA.

FDIC orders banks to prepay $45B. The FDIC's board approved Thursday $45B of bank premium prepayments that it needs after its deposit insurance fund slipped into a deficit at the end of Q3. The prepayments - which equate to three years of dues - will satisfy the fund's "need for liquidity without imposing undue burden on the industry," FDIC Chairman Sheila Bair said. A surge in failures - 120 so far this year - has pushed the industry-supported fund into a deficit for the first time since 1991.

Earnings: Fri.
Senator Schumer Misses the Full Picture on A-Power's Joint Texas Wind Farm

Thursday, a report said Democrat Senator Schumer called to restrict the stimulus funds to be used in the 600MW wind farm joint venture in Texas, which is made up of A-Power Energy Generation (APWR), U.S. Renewable Energy Group and Cielo. A-Power owns 49% of the JV. The project is expected to get funding from the Commercial Bank of China (around $1.05B) and $450M from the US stimulus package. So Sen Schumer is supporting President Obama's policy to develop renewable energy, but assails the $450M being taken from stimulus. His reason is simple: the $450M will be used to create jobs in China, not in the US. Well, it looks that way, however, he ignores that $1.05B will be from China. China is financing the major part of the project! Let me list a few facts that prove Sen Schumer is not seeing the full picture here.

1. A-Power formed a joint venture with General Electric (GE) to develop wind turbines earlier this year. According to the announcement, GE owns a majority stake in the business that will serve as GE Drivetrain Technologies' Southeast Asia manufacturing center starting in mid-2010. Now it is clear that turbine shipped from A-Power is at least 50% owned by GE. In other words, China's $1.05B investment in the 600MW project is going to create jobs associated with GE.

Chinese Stimulus Will Stay to Achieve 8% GDP Growth

Last Thursday, the world learned China achieved 8.9% in Q3 based on year over year, while for the first three quarters the nation achieved 7.7% GDP growth year over year. Having said that, China needs to achieve at least 8.9% in Q4 to reach their average 8% growth for 2009, which means the massive stimulus policy needs to stay for Q4 at least. It was reflected recently in a speech by Premier Wen Jiabao. Chinese Premier Wen Jiabao pledged to continue his government's aggressive stimulus efforts on the World Economic Forum meeting in China last month. The Chinese leaders know that stimulus needs to stay well into 2010 to sustain the growth before the economy can grow itself.

China's $700B stimulus was largely spent on building infrastructure, such as the high speed railway across the nation. As a result, steel demand, hence the metal coal from overseas are sky rocketing. Both Peabody Energy (BTU) and Alpha Natural Resource (ANR) are seeing strong demand from China. The metallurgical coal demand is growing as China uses it to produce steel domestically. China is not importing steel from overseas, which is reflected in the weak demand in international steel names, such as US Steel (X), Nucor (NUE) and ArcelorMittal (MT). Building the high speed railway and other infrastructure will keep the demand of raw materials such as metallurgical coal growing in the next 5 years.

The Sweet Smell of Solar Values

For decades, enterprising marketers have unabashedly pitched knockoffs of designer colognes and perfumes at cut rate prices. They were originally marketed with catchy slogans like: “If you like GIORGIO, you’ll love PRIMO.” Today, it might read “If you like OBSESSION, you’ll love RECESSION.”

I thought of this vis a vis solar stocks because we are seeing something reminiscent of this today…with a twist. Today we are seeing the real stuff on sale. It’s Brioni suits at Filene’s Basement or TJ Maxx. Truly the same, but much cheaper and in your size. We humbly offer you four examples of designer quality solar companies without the designer prices.

If you like Yingli (YGE), you’ll love Trina (TSL). This duo is a fairly traditional relative value play with an edge. The investor community has crowned Yingli as the global low cost leader, a title rightfully deserved in the recent past. However, on the way to Yingli’s coronation, Trina usurped the throne as the low cost king. After crunching the Q2 2009 data, we estimate that Trina sustains a ~10% fully loaded cost advantage over Yingli. Trina can manufacture a module for $2.05 per watt whereas Yingli is producing at $2.30 per watt including COGS, operating expenses and interest expense. In fairness to Yingli, we hold them in high regard as one of the leading global solar companies (and a cost leader) and have owned their stock and related securities in the past. However, with Trina, we own a slightly lower cost producer with 75% of the capacity at ~50% of the enterprise value. Trina has a comparable if not more favorably diversified geographic footprint, higher gross and operating margins, a bankable brand, a better balance sheet (70% less net debt than YGE), and a simpler corporate structure. And most importantly, Trina trades at a discounted valuation to Yingli. Based on consensus (and not our significantly higher proprietary earnings estimates for Trina), Yingli trades at ~16.5X 2010E EPS whereas Trina ~13.5X.

If you like Evergreen Solar (ESLR), you’ll love ATS Automation (ATSAF.PK). We have always liked Evergreen’s string ribbon technology, especially in an era of $400/kg polysilicon. Unfortunately, commercializing that technology ballooned ESLR’s balance sheet. Today, ESLR has a $600 million enterprise value and is likely to remain unprofitable for the near future. ATS Automation manufactures the “Quad” furnaces that are the heart of Evergreen’s wafer technology. While Evergreen has not managed to make money, they are intent on driving their business. Each new factory or JV is a win for ATS without the capex needed by Evergreen or its partners. A source at Evergreen confirmed that they were paying $185,000 per furnace in the boom times of 2008. It truly is getting the milk without buying the cow. Moreover, in ATS we own its other solid automation businesses serving energy, healthcare and other end markets. Finally, ATS owns Photowatt, a solid PV manufacturer and installer with some challenges but well positioned in two of the most rapidly emerging and highly subsidized solar markets: France and Ontario. This makes me think of another example: If you like(d) Spain’s solar market in 2008, you’ll love Ontario. But that’s another story for another time. With a superb management team and a cash rich balance sheet, ATS is an Esplanade favorite.

If you like First Solar (FSLR), you’ll love integrated Chinese module makers and upgraded metallurgical silicon (CSIQ/TSL/TIM in Canada). Everyone is focused on the “second” First Solar. We admire First Solar (though we don’t own the stock). Frankly, they have no real competition for what they do. The most likely competition on the cost side, however, is not a venture-backed “highly promising” company (possible but unlikely anytime soon), but rather a few companies with one weapon. Start with the global leading processing and administrative cost structure of Canadian Solar (CSIQ) or Trina. Then add upgraded metallurgical silicon [UMg] (instead of traditional polysilicon), such as that made by Timminco (TIMNF.PK). Most people have assumed that polysilicon will continue its price decline into perpetuity. We disagree. If polysilicon pricing holds or even rises, then UMg becomes a very compelling low cost substitute. In 2010, we can easily envision UMg module costs of: $0.85 processing for the ingot through module. $0.21 for UMg ($30/kg at 7 g/watt), and $0.20 for operating expenses. All in cost of $1.26 versus FSLR fully-loaded at ~$1.23 in Q2 2009 (admittedly, this will decline in 2010). Should FSLR be scared? No, but they should keep an eye on their rear view mirror for this compelling combination.

If you like Phoenix Solar, Real Goods (RSOL), Akeena (AKNS) or any other downstream solar company, you’ll love Systaic. It’s difficult to fault even the most seasoned solar investors for overlooking this tiny EUR EUR 76 million market capitalization solar project developer, yet it trades at ~25% of Phoenix Solar’s enterprise value to ebitda. Systaic boasts a robust 205 megawatt solar power plant pipeline (largely in Italy) that should be realized through the end of 2010. With EUR 700 million in potential revenue from their large solar power plant segment alone, systaic will not remain unnoticed for long. We estimate that the power plant segment can generate over EUR 40 million in EBIT in 2009 alone, which suggests that the entire enterprise is trading at ~2X the power plant segment 2009E EBIT.

In addition to its core and very profitable power plant business, Systaic is nurturing two potentially explosive growth businesses, solar energy roof systems and automotive solar roofs. In the meantime, these two businesses barely consume cash, and management is confident that the solar roof systems business will turn a profit in Q4 2009. We have confidence in Systaic’s veteran management team to deliver on these two promising businesses, and we believe that trading at 4.7X our estimate for 2009 EPS and 8X 2009 consensus (two analysts), we get the potential of the energy roof and automotive segments for free.

Ah, the sweet smell of solar values.

Disclosure: Funds the author manages are long ATS Automation, Canadian Solar, Systaic AG, Timminco, and Trina Solar

Solar stocks were heavily hit as speculative stocks tend to experience aggressive selling in this kind of market backdrop. It is interesting to observe how many solar stocks remain stuck within multi-month trading ranges.

The following list tallies some of the technical damage and identifies my latest thoughts on any potential opportunities. Many companies have signed mega contracts with local governments, with sizes ranging from 100MW to 600MW. On Tuesday, China granted a solar farm contract to First Solar (FSLR), and the company has agreed to built a 2GW solar farm in Inner Mongolia by 2019. Kelvin Schulle submits:
It is obvious that Asia's PV market is heating up not only in China, but also in Japan. According to Japan's Kyodo News agency report, Sanyo Electric (SANYY.PK), Sharp (SHCAY.PK), Mitsubishi Electric and another 24 solar cell manufacturers in Japan reported second-quarter sales of solar cells in Japan rose 82.5 percent year over year to 830MW, a record high. The new-to-power Democratic Party has decided to implement a new policy for the power companies to buy up the electricity generated by home solar power generation systems. It is reportedly believed that the new government has pledged to speed up the green revolution along with China, and solar energy will be one of the industries promoted under the new administration.

Under the new initiative passed by the Chinese congress, China has set a goal of 20GW in solar energy by 2020. Many companies have signed mega contracts with local governments, with sizes ranging from 100MW to 600MW. On Tuesday, China granted a solar farm contract to First Solar (FSLR), and the company has agreed to built a 2GW solar farm in Inner Mongolia by 2019. The latest winner is China's Solarfun (SOLF), which signed a 600MW contract to build a farm that is adjacent to First Solar's 2GW farm. China has set Inner Mongolia as the solar energy base for providing electricity to the entire nation. It is expected that Solarfun (SOLF) and some other Chinese solar names will get more contracts down the road. Companies such as Renesola (SOL), JA Solar (JASO), Yingli Green (YGE) and Suntech Power (STP) are gaining ground in the Chinese solar market. Goldman Sachs has put Renesola in the conviction buy list due to its improving business model and the potential. The following is the listed of companies who recently signed mega contracts:

Complete Story »

We all know the foot race that is going on in the solar industry - companies are trying to achieve the lowest per megawatt cost for an installed system. Until the next leapfrogging technology comes along, the most important factor to drive down cost is scale*. Here is where the US solar companies will have serious problems competing against the Chinese solar companies because the US solar companies lack cheap, indiscriminate access to capital like their Chinese cohorts.
Let's take First Solar (FSLR) for example. FSLR is funded by private money. Even though the US government is offering tax incentives for installing solar projects, they are not however involved in the funding of the company in any way. Why would they? FSLR has one plant in the US, the rest of the plants are mostly in "low cost locations" - ie. Malaysia. Have you ever heard of the "United Solar Workers"? I would guess a few hundred out of the 3,500 FSLR employees are Americans. My point is... if they closed shop tomorrow, there will be plenty of companies to fill the supply void. I wonder if the Malaysian government has the capacity or the desire to step up and lend.

The Chinese solar manufacturers are a different story. Remember, the number one goal of the Chinese government is to maintain social stability. Suntech Power (STP) employs close to 10k employees by itself, and these are "high quality" jobs that are looked upon favorably by the Chinese Government. If I include all of STP's peers in China, their upstream suppliers such as LDK Solar (LDK) and the downstream system installers, I would guess the Chinese solar industry employs probably a few hundred thousand people throughout the value chain.

The company had a 112.4 billion yen (US$1.2 billion) net loss last fiscal year. Fujitsu gained 89 billion yen (US$942.9 million) from the sale of 12 million Fanuc shares. The sale reduced the company’s holding in Fanuc to almost zero.

• Sony Corp. (SNE) cut the price of its flagship PlayStation 3 by 25 percent to narrow the gap with better- selling machines from Nintendo Co. (NTDOY.PK) and Microsoft Corp. (MSFT) The new price is US$299. The company will introduce a slimmer version of the PS3 at the same price in the first week of September, and replace those now in stores. The moves, greeted with cheers at the European game conference, may spur sales of the PS3 after shipments tumbled to a two-year low in the second quarter. The price cut is needed to meet sales projections of 13 million consoles worldwide in the year ending March 2010. Sales fell to 37 percent. The Networked Products & Services Group, led by Kazuo Hirai, 48, recorded the biggest loss among the company’s divisions.

• Sony Corp. (SNE) plans to boost its joint parts purchases with Sony Ericsson Mobile Communications AB to cut costs and help the struggling cellular phone joint venture. The two already jointly purchase capacitors and now plan to expand the list of products to include components used in both Sony's electronics and Sony Ericsson's cell phones. Sony, which competes with Canon in digital cameras and Samsung Electronics in flat TVs, will notify key parts suppliers of its plan as early as this month and will start joint price negotiations. By increasing their purchasing volumes, the companies plan to bolster their leverage in price negotiations with suppliers.

• Fujitsu Ltd. announced that three models in its Primergy series of personal computer servers have been certified to run the Asianux Server 3 operating system, a multilanguage Linux platform. Armed with this authorization, Fujitsu aims to work with vendor Asianux Corp. to push into the Asian markets for PC servers, particularly China, where the Linux server market is growing at a double-digit pace. The Asianux Consortium has five members Linux vendors from Japan, China, South Korea, Vietnam and Thailand. Each partner takes responsibility for marketing and support in their home country.
