    He probably converted a traditional to the Roth. There were two windows when individuals at any income level could convert a traditional to a Roth once in 1999ish and again a few years ago. IRS also allowed people to stretch the tax payments over 4 years.

    He probably converted his Traditional IRA to a Roth. This was available to anyone no matter the income level on 2 occasions, back in 1999ish and a few years ago.
