The eurocrats clearly miscalculated as to what the reaction was to the bail-in of small depositors (< euro 100,000). Now they are backtracking.
Secondly, it would be an unwise move of the eurocrats to anger Russia by "sticking it" to them. Whether the Russians are pot-committed or not. Don't forget that Russia can easily "stick it back" to Europe by cranking the gas price to compensate for their loss in the Cyprus -EU banking system. And yes, this HAS happened in the past. Sure, the EU might hold the house advantage in this poker game, but Russia supplies the heat. And no one likes to play if the poker table is freezing.
