What's the alternative? Have the majority of the PC's hardware go dark? This would make sense primarily as a competitive move to weaken a competitor who has a strong position in desktop software. Having all that hardware sit idle and move it to the cloud makes little sense; it would serve the purpose of weakening the desktop software giant, but your customers will not go along and you'll have to find another way to weaken the giant.
