    It's a return only if they sold. Otherwise it's secular appreciation. And the magnitude from the investor's perspective depends entirely upon when he bought the shares and what he paid.

    Yes, the ROC is not taxable but it does reduce your basis over time, leading to a higher tax bite when you finally sell...assuming you have a gain.
