<title>China's exports of rare earth metals have rallied in recent months, a trend attributed to low rare earth prices and Japanese demand. But Molycorp (MCP -2.9%), whose shares have jumped 30% in the past two weeks, says it might be premature to assume a firm turnaround in global demand: "Inventories have been built up over the past several years, and they are returning to more normal levels now."</title>

<title>JPMorgan (JPM) plans a shake-up of its board even if every director wins reelection and Jamie Dimon keeps his dual role, reports the WSJ. If the story is to be believed, it could mean Ellen Futter, David Cote, and Jim Crown - who sit on the bank's risk policy committee and who barely squeaked by last year - are on their way out. The 3 are notable for either having litte or negative&amp;nbsp;bank risk-management experience on their resumes. Annual meeting begins at 10 ET.</title>

<title>In what has been dubbed as largely a symbolic vote, the House of Representatives did what was expected and opted to repeal the health-care overhaul law, but it's is likely be dead in Congress&amp;rsquo;s lower chamber. The vote was 229 to 195 to repeal the measure, with two Democrats voting along with the Republican majority: Mike McIntyre of North Carolina and Jim Matheson of Utah. Sidenote: This is the 37th attempt to repeal the law since it was passed in March 2010.</title>

<title>Windows 8.1 (Blue) will be a free update for existing Win. 8 users, says division CFO Tami Reller. Though an incremental update, Microsoft (MSFT) is counting on 8.1's UI tweaks to appease older Windows users unhappy with Win. 8's giant changes. A developer preview will arrive on June 26; the official release is expected sometime before the holiday season. ZDNet's Mary Jo Foley recently reported 8.1's updates will include "new built-in tutorials and in-context help" and possibly "adjustments to the Start Screen," to go with the previously-reported boot-to-desktop option and return of the Start button (but not the Start menu). (100M licenses)</title>

<title>Bond guru Jeff Gundlach warns that risk of rising interest rates extends beyond bond markets, citing MLPs in particular: "People are moving away from bond investments for obvious reasons but are going into things that are like going from the frying pan into the fire. Look at MLPs: If interest rates rise, you are going to get killed on a lot of these vehicles because they have a lot of leverage and a lot of interest rate risk."</title>
