Maybe I've got it wrong, but the DUG & its bullish counterpart, DIG, reflect the Oil & Gas Producers Index, not the price of oil, gasoline, etc. Your offsetting chart should have been the chart of that index, not that of USO. If you compare apples w/ apples, not oranges, you will see that DUG & DIG both performed as advertised, the former rising as the sector index declined, & declining as the sector index rose.
