I have (finally) heard back from CVS on this. Apparently, the poster that was in my local CVS was an aberration, and NOT authorized by corporate. CVS is taking steps to make sure such posters are not in other stores.
Still, it seems awfully nervy that Philip Morris apparently felt so bold as to clutter CVS's counter with its own political advertising without approval.

Why are Philip Morris posters on CVS counters--posters which urge CVS customers to fight the federal SCHIP bill (without mentioning kids or even SCHIP)?
Why is CVS, presumably in the health business with its pharmacies, choosing tobacco over tots?
