The 'Uptick Rule' (A.K.A The Dangers of Dog Piles)

i have heard arguments on both sides of the "uptick rule" change last summer. the both have good points.
but what's funny to me is, if you look at a S&P chart. it does seem that a rush of volatility did hit the market soon after the rule change....hm
