Buybacks are not the problem, they're only a tool. Use the tool correctly and you're ok, incorrectly and you have big problems. Those that tried to pump up share price through increased leverage during the last few years are those with the big problems today.

ARS failures indicate the end of the free ride where long term debt was being sold at short term rates. Its not a credit adjustment, its a liquidity adjustment.

Seems more like standard corporate BS. When you can't or don't want to disclose the real problems, blame the structure and implement a stall (it'll take a while before we see the full benefit of this change). Wonder what the cost to implement will be?
