Its simple. MSFT raised its cash position specifically to do a large acquisition (yahoo). When those prospects dropped, they see no reason to hold onto the cash.
Should they instead give it to the poor? No Buy 500 startups? No. Add another 15,000 FTE's? No.
Two choices? Large dividend payout (like they did one other time) or buy back shares. Its not like the company had debt to pay down.

The OSS communities greatest strength in the past... is now clearly their greatest weakness. And I'm referring to their propensity to HATE everyone else. Look no further than GPLv3 for a legal-eaze version of that very weakness.
Personally, I love the long-term approach that Ballmer and Co. are taking. Its REFRESHING and I wish more American businesses would/could do it.

Ask any CIO, if they are willing to receive a 50% discount for 80% of the functionality... and with Software Assurance... those same CIO's feel confident that the remaining 20% of functionality will not cost them a single penny more.
