DJIA Returns Ranked by President Since 1929
This is pretty low value add. But if you really think stock market returns do reflect on executive policy in some way, then you outgh to look at returns with a two year lag, so that at least the period reflects that President's "time of strongest influence".

Time to Tap into the Strategic Petroleum Reserve?
No, it's not time to tap the SPR, nor would it be at $200. The purpose of the SPR is STRATEGIC, hence the name. It is not intended to moderate market prices, and should not be used for that purpose. high prices inventivize exploration and production - they're the essential signal that results in increased supply, and distorting that signal is a mistake. Politicians that call for the use of the SPR are pandering for personal political gain. Given the political risks in the Persian Gulf, and the possibilities for TRUE supply disrutpions that the SPR is intended to provide some insurance against, such pandering marks those politicans as unqualified for national leadership positions, and those members of the public that parrot their calls as simply ignorant.

Bottom line: if you want a PMR (price moderating petroleum reserve) under government control, pass a law to create one. That's not what the SPR is there for. And - if you did create such a price moderating reserve- it's result would be to distort the essential signals that cure the problem you're fighting.
