Rick Rule: Market Malaise Signals Opportunity in Miners

Why would I "nibble" before a junior bottoms? especially if there will be little competition to buy quality juniors? Right now ALL juniors are in a funk, in all of the 5 categories I have defined - 3 of which don't depend upon access to capital markets. The best individual juniors in all categories have yet to find a bottom.
