Charles, Instead of thinking about who the dollar benefits and doesn't benefit by going up or down, may I suggest that you concentrate your thinking on the dollar itself, what it is, what is it's track record of preserving its value, how many are being produced, how fiscally responsible is the issuer, what are the claims against it, what is the financial situation and savings record of the nation's people that borrow in it, what is the balance of trade situation behind the country, to name just a few. I think you will soon realize that China's export picture has very little to do with the dollar's value.
All the markets are rigged, stock bond and commodities, this will only make it easier for the government sanctioned pools to have more clout by limiting positions of legitimate players.

Your observation that rising interest rates will hurt the gold bull market are not true and historically inaccurate. In the last great gold bull market 35$ to 850 $ Interest rates went for 3% to 18%. They have turned into wheeler dealers and trading wizards rather than paying attention to mining gold. What a shame Chairman Paul Penna had to die and leave the corporation in the hands of these imbeciles. I still remember him adding precious metals to the companies books and visiting the mine constantly. The wizards running it now are sitting in plush offices trading futures and awarding themselves options. Expect more bad news and you will not be disappointed. The severe winter story is next.
