Obviously, the neocons had too much money on their hands and embarked on expensive foreign wars, without having to consider costs. Add universal health care to the budget and maybe our foreign empire, which is a trillion dollar per annum black hole, and it might encourage fiscal discipline. We spend taxpayers money on defense, Canada spends it on healthcare. Healthcare instead of warfare sounds a good slogan to me. We have entered an new era of the nanny-state after the fashion of Europe - sad but seems inevitable.
