Can DivX’s Safe Harbor Protect It from Stage6 Pirates?

The only thing that we have to ask is if it is Stage6 today, what will it be tomorrow? YouTube? LiveVideo? If pirated videos are the problem, why don't they go after the individuals who place illegal videos on their site, and not after the site itself. There are many people who just want to simply share their own artwork, video work etc..
