I wouldn't call resource nationalism "hoarding" so much as "husbanding". Hoarding sounds accusatory - as if there is something wrong with managing one's resources to get the most benefit out of them. There is certainly a lot of that going on, particularly in Russia - but it is commendable. The best way to mitigate the effects of declining oil reserves is to start early, by slowing down the taps and getting people used to the change slowly. $105 a barrel is not expensive. Think about how much you would charge to carry a 500 pound load 20 miles for someone - that is what a gallon of gas is worth. $4 isn't a lot to ask for that kind of work, in fact $10 isn't too much. People just need to use less. The answer is never to make more available.
