It seems to me that TBills are at zero rate because the FED doesn't want money from the public to be there.
Our government is encouraging private money to go into more risky aspects of the economy to get a better return...might be good for the country by reversing asset price decline but it might also be very bad for those who are traditionally fiscally conservative or live on fixed incomes(retirees). It also seems to me that a lot of our current problems stem from way too much of that activity.
