China's Virtual, e-Commerce Currency

What if through transactions with virtual money real money flows from one country to another country without being taxed or without any comission?
That could happen if potential users put their money in one's real account and then get a number of virtual coins with a known and fixed value in real currencies, probably better than that found in real economy, because there will be no commision in the exchange system or any taxes.
