You suggest India's plans to invest in infrastructure will boost its economy. But you have not considered two adverse factors. a) India's present government, at its core, is socialist and is loath to let the control of massive resources pass to private sector which can manage these investments efficiently. b) the state sector is highly inefficient and even more highly corrupt. By the government's own admission it spends Rs three to deliver services worth Re1. Hence investment in India should be in the sectors that are free of state control if one wishes the investments to profit.
