Google Voice's Secret Weapon: Number Portability

This is not a flame, but I found it hard to understand the reference about Vonage in the last paragraph. If Level3 is the VoIP provider for Google Phone, how can you "switch (your) inbound calls to Vonage" (which I assume is your VoIP provider)?

Can you be a little more "step by step" in describing what and how a user will DO these things. We're not all mobile device testers..... ;-)
