New Delhi: The Department of Telecom may ask existing mobile operators to stop giving new Blackberry connections until the security concerns are addressed fully.

DoT has also told the new operators, who want to launch Blackberry services, to hold on to their plans till Research In Motion complies with the Government’s monitoring requirement.

Senior DoT sources said that existing operators who have already launched Blackberry services may be allowed to provide service to existing users, keeping in mind the interest of consumers.

They, however, added that the Government may impose a penalty on these operators for violating the licence norms.

“The licence clearly states that operators will have to provide monitoring facility to security agencies. There is not a single telecom service in the country that is allowed without meeting this criterion.

Security concerns will have to be met by RIM before Blackberry service can be permitted. If operators are offering any service contrary to this, then they are violating the licence norms and necessary action may be taken,” said a Government source.

DoT has already refused permission to Tata Teleservices for launching Blackberry services.

Tatas have, meanwhile, told DoT that it is unfair to ban only the new players who want to offer the services.

Interim solution

One of the stakeholders indicated that DoT may be working towards an interim solution whereby operators may be asked to keep data of all the traffic routed through the Blackberry devices until RIM sets up a server in the country.

The controversy had broken out after security agencies expressed concern that they were unable to track communication on Blackberry due to the high encryption code.

As per Indian regulations companies have to submit a decryption key with Government agencies if the encryption code is higher than 40 bit.

Blackberry has much higher encryption which makes it difficult for security agencies to break into the network in case they want to trace any transmission. So far RIM, the promoter of Blackberry, has refused to give the decryption codes.

Talks on with RIM

DoT sources said that discussions are on with RIM to find a solution to the problem without compromising on both security issues and consumer interest. A final decision on the future course of action will be taken only after RIM comes back with its plan for addressing the security concerns over decryption.

DoT directive restricts 'certain' Blackberry services news

New Delhi: The department of telecom has asked telecom operators to disable certain features offerred by Canadian company Research In Motion (RIM)'s Blackberry services, until such time that monitoring systems are put in place.

These restrictions are the latest saga in the unfolding story of security agencies having raised concerns against BlackBerry usage, saying that it posed a significant risk to national security as email sent from Blackberry devices could not be traced or intercepted.

In a written reply to the Parliament, minister of state for communications and information technology, Jyotiraditya Scindia said that instructions have been issued to all mobile service providers asking them not to connect or provide certain BlackBerry services, unless the required monitoring systems are in place.

The department of telecom has held meetings with mobile companies and Blackberry vendor RIM, along with other stake holders and security agencies to resolve the issue.

Though the exact nature of the partial ban is still unknown, industry sources indicated that e-mails sent from one Blackberry to another Blackberry may be barred, as they were the ones that were routed through Blackberry's servers hosted in Canada, and could not be legally intercepted or decrypted. Other messages that traversed over the internet, on the other hand, could be, and would most likely continue.

The government has asked Research in Motion (RIM) to either share its decryption code, or route calls and emails sent via Blackberry through servers that are hosted in India, so that security agencies can intercept these messages. RIM officials were reported to have sought time till the end of this month to explain their position. BlackBerry services are offered in India by Airtel, Reliance Communications, Vodafone Essar and BPL Mobile, together servicing an estimated customer base of around half a million.

The Cellular Operators Association of India (COAI) has said that it would abide by the government's decision.

New Delhi: The department of telecom has asked telecom operators to disable certain features offerred by Canadian company Research In Motion (RIM)'s Blackberry services, until such time that monitoring systems are put in place.

These restrictions are the latest saga in the unfolding story of security agencies having raised concerns against BlackBerry usage, saying that it posed a significant risk to national security as email sent from Blackberry devices could not be traced or intercepted.

In a written reply to the Parliament, minister of state for communications and information technology, Jyotiraditya Scindia said that instructions have been issued to all mobile service providers asking them not to connect or provide certain BlackBerry services, unless the required monitoring systems are in place.

The department of telecom has held meetings with mobile companies and Blackberry vendor RIM, along with other stake holders and security agencies to resolve the issue.

Though the exact nature of the partial ban is still unknown, industry sources indicated that e-mails sent from one Blackberry to another Blackberry may be barred, as they were the ones that were routed through Blackberry's servers hosted in Canada, and could not be legally intercepted or decrypted. Other messages that traversed over the internet, on the other hand, could be, and would most likely continue.

The government has asked Research in Motion (RIM) to either share its decryption code, or route calls and emails sent via Blackberry through servers that are hosted in India, so that security agencies can intercept these messages. RIM officials were reported to have sought time till the end of this month to explain their position. BlackBerry services are offered in India by Airtel, Reliance Communications, Vodafone Essar and BPL Mobile, together servicing an estimated customer base of around half a million.

The Cellular Operators Association of India (COAI) has said that it would abide by the government's decision.

The Home Ministry of India has asked telecom operators to halt certain BlackBerry services until an approved monitoring system that will allow the government to intercept and decrypt messages sent between BlackBerry devices and the secure network they run on is put into place.

The department of telecommunications (DoT) and Research in Motion have been going back and forth with proposed solutions to India’s security concerns for the past several weeks without coming to a general consensus and thus, the government has issued temporary ban on all PIN messaging, BIS email, and BES email.

Sources say that RIM has asked that the be given until the end of the month to address the security concerns. BlackBerry service is still working right now, however, the heat is on for RIM. India represents way too big an opportunity for RIM not to come up with an acceptable solution. ]]>

The BlackBerry Enterprise Solution offers two transport encryption options, Advanced Encryption Standard (AES) and Triple Data Encryption Standard (Triple DES)*, for all data transmitted between BlackBerry® Enterprise Server and BlackBerry smartphones.

Private encryption keys are generated in a secure, two-way authenticated environment and are assigned to each BlackBerry smartphone user. Each secret key is stored only in the user's secure enterprise account (i.e., Microsoft® Exchange, IBM® Lotus® Domino® or Novell® GroupWise®) and on their BlackBerry smartphone and can be regenerated wirelessly by the user.

Data sent to the BlackBerry smartphone is encrypted by BlackBerry Enterprise Server using the private key retrieved from the user's mailbox. The encrypted information travels securely across the network to the smartphone where it is decrypted with the key stored there.

Data remains encrypted in transit and is never decrypted outside of the corporate firewall.
