It's been almost five years since DuPont's big bosses bragged they were going to build a new $1 billion TIO2 factory in China. Why the stall-out? Apparently the Chinese are having second thoughts on the enormous scale and environmental implications.

The checkered record of DuPont's accountability-evasive Managment in handling hazardous and toxic wastes from their aging TIO2 factories back in the States doesn't exactly create solid confidence abroad.
