Active ETFs Continue to Lead Their Passive Peers

How on earth does the creation/redemption process work with active ETFs? If the fund managers are picking stocks and trading, there can't be a "standard basket" of securities for which to redeem or issue creation units surely? So these active ETFs should have rather high premiums or discounts to NAV, just like CEFs?
