Elevated Volatility's Permanent Impact on Stock Market Valuations

Who collects the risk premium? I believe it is the conservative investors who can stomach the risk of buying during bear markets and who haven't frittered away their capital by buying at the peak. I think Buffet is a bit early with his 'Buy America' call, but he knows that someone will collect the risk premium by investing when things are volatile and selling when things are back to more normal times. I am still net short.
