I work at a nuke plant in the US and I see some mistakes in your article. First, the spent fuel rods are not stored in the reactor. Once the fuel can no longer be used in the reactor (approx. 4.5 years) it is removed and put in the spent fuel to cool. Our spent fuel pool has a 15 year capacity. When the spent fuel is cool enough it is removed from the pool and stored on site. This is known as dry fuel storage.
