One minute the Swiss were about to be mugged by the IRS, and the next the IRS is agreeing to what amounts to a "go away" deal. Here's what probably happened: the Swiss government and the Swiss Central Bank threatened to start dumping their substantial holdings of US$, and additionally threatening to encourage other large US$ holders [read: China and Japan] to accelerate their sales, as well. "Paper tiger", indeed, as the Chinese used to call the U.S. back in the Good Old Cold War Days.
