If P2P were forced, couldn't it be leveraged? Comcast could stick larger harddrives into its cable modems or DVRs and offer P2P delivery services. Microsoft could do the same thing with Xboxs.

I think you're right, especially for Europe. There are so many carriers with all the opportunity in the world (nice standardized network, high quality phones, gov't help, etc) over there. It would definitely be embarrassing if the operators ceded this market to others. What do you think will happen in America? Networks and content guys are just getting comfortable with iPods and YouTube. If mobile opens up, they'll move slow (e.g. now 1/3 of people say that they have shared songs via mobile phones)--maybe the walled garden will help in this case.
