I was coauthor with Pat Corey and ? of the 767 software certification policy document in 1980, a consultant to Boeing Commercial Aircraft Corporation..

I worked at Payne field in Everett, WA commuting by plane from Pullman, WA.

Corey was the project leader.

Corey and ? were experienced with the AWACS software.

AWACS software apparently ran on a mainfram type computer.

The 767, if I recall correctly, had a large numbers of microcomputers [microntrollers] connected via an ARINC 429 bus.

Cory was concerned about the software cost since AWACS software apparented costed-out to over $100 per line of code.

Number of lines of code in the 767 were very high and Corey was concerned that software costs migh cause Boeing financial trouble.

My view was that microcomputer/controller software can be very different from mainframe software in that micocontroller are frequently shorter and simpler to accomplish a required task.

Point is that my impression was that Boeing engineers are very conservative, careful, smart, SUPEREXPERIENCED so I am not suprised by delays in the 787.

Boeing and Sandia Labs labs made me job offers in 1980.

I went to Sandia because I thought the work would be more interesting. Right on.

Silverman, a former Sandia labs staff member, sent me some questions about the seismic data authenticator an a yellow piece of paper.

Silverman later sent me a postcard from Telaviv.

Both were stored in a slot in my desk at Sandia labs spook shop.

On the basis of both Sandia labs concluded I was an Israeli spy.

Wrong.

He believed that all mathematics could be reduced to arguments using only the integers and finite numbers of operations. The U.S. Congress is working on climate change legislation to reduce emissions of carbon dioxide and other greenhouse gases. Formerly titled the "American Clean Energy and Security Act of 2009, it is commonly called "Waxman-Markey" after its authors, Rep. Henry Waxman (D-CA) and Rep. Edward Markey (D-MA). It passed the U.S. House Energy and Commerce Committee in late May and it might be voted on in the House before the end of June.

Most everyone agrees that the bill will raise energy prices. One way for electric companies to achieve major reductions in carbon dioxide and other greenhouse gases in the next few years is to switch from affordable coal to more expensive natural gas – causing prices to go up.

Let me repeat that – most everyone in Washington, D.C. AGREES that this bill will make YOUR electricity bill go higher.

The REA and Rule 572 established an RPS applicable to all investor owned electric utilities in New Mexico. In 2006, the RPS will be 5% of retail sales in kWh’s, reaching 10% by the year 2011. Recent legislative changes to the REA (SB418, signed March 5, 2007 by Governor Bill Richardson) have increased the RPS percentages and extended the time lines - IOU’s now must have in their portfolio as a percentage of total retail sales to New Mexico customers, renewable energy of no less than 15% (by 2015) and 20% (by 2020).
Resource Diversity and the RPS

In addition to the RPS, Rule 572 requires that IOU’s must offer a voluntary renewable energy program to their customers. In addition to and within the total portfolio percentage requirements, utilities must design their public utility procurement plans to achieve a fully diversified renewable energy portfolio no later than January 1, 2011, as follows:

Diversity requirements for IOU’s as % of total RPS requirement:
No less than 20% Wind
No less than 20% Solar
No less than 10% Other technologies
No less than 1.5% Distributed Generation (2011-2014) and 3% Distributed Generation by 2015

Above goals may be physically impossible if Fast Neutron's statements are correct.

Nonetheless, there is a lot of money to be made building the faciltities anyway.

The REA and Rule 572 established an RPS applicable to all investor owned electric utilities in New Mexico. In 2006, the RPS will be 5% of retail sales in kWh’s, reaching 10% by the year 2011. Recent legislative changes to the REA (SB418, signed March 5, 2007 by Governor Bill Richardson) have increased the RPS percentages and extended the time lines - IOU’s now must have in their portfolio as a percentage of total retail sales to New Mexico customers, renewable energy of no less than 15% (by 2015) and 20% (by 2020).
Resource Diversity and the RPS

In addition to the RPS, Rule 572 requires that IOU’s must offer a voluntary renewable energy program to their customers. In addition to and within the total portfolio percentage requirements, utilities must design their public utility procurement plans to achieve a fully diversified renewable energy portfolio no later than January 1, 2011, as follows:

Diversity requirements for IOU’s as % of total RPS requirement:
No less than 20% Wind
No less than 20% Solar
No less than 10% Other technologies
No less than 1.5% Distributed Generation (2011-2014) and 3% Distributed Generation by 2015

Above goals may be physically impossible if Fast Neutron's statements are correct.

Nonetheless, there is a lot of money to be made building the faciltities anyway.

Greg Schaefer, spokesman for Arch Coal Inc., which operates two mines in the Powder River Basin, said the coal in the basin is shaped like a bathtub, with the edges near the land surface and then dropping deep underground in the middle.

According to a recent USGS study (Assessment of Coal Geology, Resources and Reserves in the Gillette Coalfield, Powder River Basin, Wyoming, USGS open-file report 2008–1202), the coal reserve estimate for the Gillette coal field is 10.1 billion short tons, which is a mere 5% of the original 200 billion ton resource total. In other words, the USGS has just revised the Gillette resource base down by 95%.

"You might call Indiana Treasurer Richard Mourdock the $6 million man.

That's the amount of money Indiana is haggling over in the billion-dollar Chrysler bankruptcy. It is money that Mourdock said should go to the pensions of cops and teachers, but the legal wrangling has already cost $2 million and thrown doubt on the government-brokered bankruptcy.

Mourdock's case was strengthened Monday when the U.S. Supreme Court called a timeout, but the first-term treasurer can't outrun the pointed criticism coming from autoworkers, Chrysler and the federal government, who fear delay will kill a sale to Fiat.

"I'm not doing this for attaboys. I'm not doing this for criticism," said Mourdock, a Republican from Evansville. "I'm doing this because I took an oath of office."

Indiana got into the fight because last summer the Indiana State Police Pension Fund, the Teachers Retirement Fund and the Major Moves Construction Fund bought $42.5 million worth of secured Chrysler bonds. The state paid 43 cents on the dollar for the bonds, a hefty discount that reflected how risky the bonds were, but it was a show of support for a company important to the state.
