Expanding Santander

From here in Knoxville Tennessee, there was a rumor that STD might buy our First Tennessee, part of First Horizon. I didn't think they wanted that big a problem on their hands. I do know here (a town with a long history of banking scandals), there are many small banks going up. Is that true in other towns? What is propelling that? Reaction to the Roman Empire syndrome that so many too big financial institutions got into?
