Why Did Geithner Duck the Question?

A bigger question I have is getting the name of the "brain" responsible for the bundling of mortgages and selling them as AAA bonds, thus causing the greatest debacle since the Great Depression. my hunch is Rubin or Summers or both but i would like verification.
