Potash Setting Up to Rally?

This is something about ferilizer producer in Poland (listed at Warsaw Stock Exchange) with P/E for the last 4 quarters equal to 6.2 which is far less than USA average of 45. Generaly, shares in Poland are cheaper than in USA but difference is two times on average and not over 7x!. These shares went up only 48% over last 12 months.
