Failure to Deliver Meaningful ROI Online for Pharma?

Based on information I have seen from comScore I do not agree with your assessment. comScore, using test/control samples to track site activity among their panel members has loads of studies that, in aggregate, show a lift in consumer conversion (website exploration to physician contact to script request to script fulfilment) for those who visit the pharma brand websites. It would be well worthwhile to contact ComScore for their findings.
