Intel could get in if they felt like it, but the margins are way too low. Betting on solar would reduce Intel's 60% gross margins and would make the books look bad. Intel has plenty of examples of products (e.g. Flash) where they could succeed if they tried, but they can't make enough money to make it worthwhile.
Smart1 is saying that AMD gained a small amount of market share by selling parts below cost, as evidenced by the fact that they lost hundreds of millions of dollars. It isn't sustainable. I don't think he's making a statement about the stock price, valuation, markets, etc.
