the SLY thing in the transcript is SOI correctly, and refers to silicon-on-insulator type semiconductor manufacturing process.

the relevancy of question comes from two vectors: cost and future directions. in a trade-off for some better technical characteristics like lower leakage current and higher tolerance against external radiation (like cosmic rays), SOI adds cost to the manufacturing cost because SOI-wafers are pricier to source.

regarding the future direction, a chip design is very closely attached to the underlying manufacturing process, so information on whether AMD will pursue SOI in the future could have revealed some hints on what manufacturing model AMD is heading for.
