    Yes, running into cash when the acorn falls is wise. Well, maybe in advance of Henny Penny receiving the head shot.

    Investing for tax free income can be less valuable the lower in the tax bracket one is. Remitting about 40% of your taxable earnings to reside in this great country makes a high tax bracket investor seek the haven of both the great country and maximizing the retention of that earned!

    I wonder if the stock market makes new highes when the Fed raises rates, what ever the magnitude of increase? When gasoline goes up I don't park my truck! I do look for the cheapest pump though!

    I too have been migrating increasingly to the Muni CEF space since 2009, more so than the Muni ETF space.

    The Muni CEFs that paid their divvy to my taxable accounts today summed in 5 figures. Many more will be paying throughout the month. The level of my investment commitment is in the math.

    More than 20 Muni CEFs lowered their divvy in Q4 2014 through January 2015. I expect more will lower their divvy's in 2015. Only a few raised their divvy. The trend in January 2015 has share price rising while divvys begin declining on average. This is a sign of strength to me in the Muni Sector. Still the place to be for those in the upper end of the tax bracket!

    Two concerns waking me up, occasionally:

    1) When does the Fed Government cap or in someway restrict the Tax Free Income earned on Municipal Bonds?

    2) Are the Municipal Bond ratings Agencies doing an acceptable job?

    I found many of these Preferred buckets worthy of investment over the years in my taxable and tax free/deferred accounts. In my later years I have been forced to overlay an After Tax test on the earnings/growth potential of my investing. The Tax Avoidance of ever increasing federal taxation have me in the Muni Bond Space.

    If I were starting to invest for the first time I would definitely have some of these Preferred CEFs in the portfolio!

    Public Non-Profit Community Colleges have Taxing Districts relying in differing magnitudes on Property Tax as one component of their revenue. The greater tax revenue is from state allocation. Your article points to imminent revenue shortfalls in tax revenue no matter where it is derived. I agree! Trouble coming could be an understatement? The beloved overhead and operational expense rarely are pegged to the periods in time of declining tax revenue. Business acumen is not taught in Higher Ed, instead the real world of capitalism provides the acumen.

    I have found those entities reliant on the Tax Payer have little Business Acumen in cutting expense. The growing socialism in our United States finds it too easy raising tax rates first. Maybe the issuance of new bonds to pay for the previous bonds and precious expense will be offered to the Bond Buyers? Another socialistic death spiral practiced by too many!

    The Oblivious, Rubber Stamping, Governing Boards share greatly in the Socialism.

    WTI heads south again and hopefully finds a bottom in the 30's. If the Currency War pushes the Dollar down then WTI may stabilize? Watching interest rates through our 10 year bond. If it continues declining then I expect WTI searches for bottom. So many moving parts inclusive of the Futures Speculators impacting price.

    The Wildcard is Iran and Russia may be collaborating for some dirty, dirty tricks on Saudi production?

    A Texas perspective, in the negative:

    Better buy the Muni Bond Funds while Gasoline finds a bottom? Muni Bond Funds up about 3% in January. Looks like Oil's decline represented more to the DOW than cheaper gasoline? 2015 saw its high in the DOW? If the Dollar is topping then sitting in cash could hurt? Retirement Accounts are devastated, again? Deflation about to attack Real Property Values? Oil & Gas Minerals and Royalties have already lost about 50% of their value. It could be a Buyer's Market in Land and Homes in 2016? Unemployment Claims and Violent Crime will rise into 2016 and impact the Presidential Race! Texas has to consider a State Income Tax to make up declining Sales and Ad Val Tax Revenues? Texas Republican Political leaders continue deficit spending while telling Texans it is not their fault.

    Or, will the FED pull another rabbit out the hat? Democrats should hold the White House if they can continue to buoy the DOW?
