Even if new drilling provides another 3 million barrels a day, that doesn't influence the total amount of oil available on a worldwide basis a lot particularly considering that production of oil by existing U.S. wells will probably decrease by nearly that much. However, it does help the U.S. trade deficit a lot and helps the U.S. Treasure significantly.
