Promoting plug-in cars powered by rooftop solar PV systems. There's more than enough off-peak electric to run ALL our cars if they were plug-ins, even if we didn't add one more solar system.

We need "feed in tariffs", which means that utilities must pay for excess electric donated to the grid; currently, they just confiscate the excess energy.
