Oil Price Predictions and Break-Even Prices

I fail to see why the US Department of Energy seems to be so consistently wrong about the prediction of the price of oil. I realize it is not easy to make these predictions, but how can the DOE be so far off? Is there someone else who can more accutately predict oil prices?
