Fannie, Freddie Common Stock Is Now A Call Option

I understand that everyone wants to make a profit shorting Fannie, Freddie or other financial stocks. What I don't understand is why some people would like to make a profit with the risk of sinking an entire country. If Fannie and Freddie go under then where would those people who shorted these stocks will spend their money? In Europe, in Asia, in Russia or in Africa? Correct me if I am wrong...
