I guess this would explain why Hertz has started charging a refueling fee on each of my last three rentals, despite having filled the tank a mile from the airport and telling the attendant how much fuel I had purchased. (56 miles driven, 2.4 gallons purchased, $18.65 fuel charge added - nearly a 10% addition to the entire cost of the rental)
I guess it's profitable to impose bogus charges and worry about refunding money to the small percentage of customers who notice and protest.
I would suggest if you rent from Hertz that you check your receipt carefully.
