Why "Drill, Baby, Drill!" Does Not Translate Into Effective National Energy Policy

The production per rig post 1990 is misleading. It is controlled by the inevitable decline in older fields discovered well prior to 1990. With this indicator the best way to increase the production per rig is to reduce the rig count (stop drilling).

We will never be self sufficient in oil with current consumption, As we keep drilling we must conserve and look for meaningful alternatives.
