Insiders Selling at Alarming Levels

I'm not sure I understand your question. If the vast majority of insiders are selling because the economy tanked and took a big chunk of their net worth and now they need to raise the cash, why would you expect insider buying activity to be anything else but low.....

The mistake you are making in logic is that insiders are selling their stock to buy another company's stock. Given all the cash on the sidelines and increase in saving rates this is just not the case. Fear is driving folks to safer investments and folks with a large percent of their portfolio in their own company's stock are diversifying. It's that simple.
