    Version 1:

    The mob bosses need boys who can pull the trigger without a conscience, and pay them enough to keep quiet and rat out or kill the one's who don't.

    Version 2:

    The Lords must draw their Knights from the noble class who know how such things as sacking the peasants and bribing the local tax officials work. They can't just hire some bumpkin to do their dirty work now can they?
