$2500 would take cars off the road, maybe, but it will not generate sales of new or used cars, in my opinion.
But in the early 1980's, California paid $600 to scrap old cars that were heavy polluters. At that time, that was the only car I was able to afford so guess what happened? That's right, I like other owners of heavy polluters saw no benefit to the $600 if that left off without transportation; and in California, if you don't have a car, you don't have transportation b/c the public transportation is "bad".
Also Euro 2500 at about 1.3 is only USD 3250 so that would only be good enough to buy a very used car. It would not go far, in my opinion b/c if you afraid for you job, you don't want to increase your debt, period.
