Companies bailed out by the government will be as credit worthy as the government, and that worthiness is going to zero, if not for the fact of the dollar being the globally used reserve. Even that could change at any moment of madness now.

Chart of the Day: Common Capital vs. TCE

I read both definitions and I would have to say that both ratios have their pluses. However, TCE is calculated from the common shareholders' point of view and for individual investors like myself, I think TCE is more important. Then again, I might be too conservative.
