Paper Companies Gaming the Tax Credit System?

Is it any worse than giving China carbon credits for hydro plants they were going to build anyway? Where's the worlds indignation there? OTOH what happens if they start putting some black liquor in diesel and burn it in trucks? Are primarily the Canadians and South Americans sure they are mad here? Finally a market for their pulp!
