I would hazard a guess that a great many people in that poll equate bankruptcy with liquidation, not restructuring. Now, people don't see the risk, as the companies are not vanishing, just shrinking.

Unfortunately, single-family housing starts increased, which is not going to help supply.
Seriously? He's predicting the market will go up if the economy turns positive. It apparently doesn't take much to be the Head of Research at Barclays.

Have not read the article but I would guess that the attempt is to reduce the volatility. Applying a tax treats the symptoms, not the disease; the latter being the market has become a gambling casino, not a place for long-term investments. A ban on programmed trading and daytrading would be a better start.
