Well thought out and presented "miken"... excellent post. I would also add that any State unable to present a 'viable' plan should be forced to merge with an adjoining State to save money on State governmental costs. If one governing body can run a State the size/population of California... shouldn't we then combine other states to approximately the same size for cost efficiency? We would combine WA, OR, MT, UT into one State and save the cost of Three (3) State governments!!! Think of the Savings nationwide if we decrease the number from 50 states to maybe 16!
