Microsoft and eBay Team Up: Desperate or Brilliant?

I've been buying silver rounds -- silver American Eagles and silver Canadian Maple Leafs. I've gotten more than $1000 back through this program. The money would hit my PayPal account, and I'd just spend it right back out on another eBay silver purchase, which would plunk yet more cash into my PayPal account. And something durable like silver can be sold immediately for nearly the same price, which means I'm just taking money from Microsoft. Why are they doing this?! Seems like a terribly ill-conceived marketing gimmick. But it's their millions to waste if they want to.
